From February 8 to February 23, 2025, the Directorate General of Highways will implement traffic control measures during the Wuling Cherry Blossom Season. The Shei-Pa National Park Headquarters (hereinafter referred to as "Shei-Pa HQ") will cooperate by controlling vehicles of mountain climbing teams entering the Wuling area and assisting the Veterans Affairs Council Wuling Farm in issuing vehicle passes for approved teams. To prevent the misuse of entry permits for cherry blossom viewing without actual park entry, special penalty regulations for violations during the Cherry Blossom Season have been established. Public cooperation is kindly requested.
Vehicle Control Measures for Mountain Climbing Teams
The vehicle control measures for mountain climbing visitors during the 2025 Wuling Cherry Blossom Season are as follows:

One-Day Round-Trip Climbing TeamsApproved teams entering and exiting Wuling Farm (including the Xueshan Trailhead and Wuling Quadruple Mountains Trailheads) for a single day will not be issued vehicle passes to avoid congestion caused by numerous vehicles traveling early and returning late. Climbers are advised to use legal public transportation. Those staying at Wuling Farm hotels or campsites the day before or after may apply for passes through their accommodation providers.

Multi-Day Climbing TeamsFor approved teams entering Wuling Farm for multi-day trips (including the Xueshan Trailhead and Wuling Quadruple Mountains Trailheads), Shei-Pa HQ will accept vehicle pass applications starting January 15, 2025. Team leaders must download a blank vehicle registration form from the "Hike Smart Taiwan Service" and submit the completed form at least three days before the park entry date via email (email: permit.spnp@gmail.com) or fax (Shei-Pa HQ Wuling Management Station Fax: 04-25901310, Phone: 04-25901316). Vehicle passes will be issued by the Wuling Management Station and sent to applicants via email in PDF format.

Parking and AccessMulti-day climbing teams must obtain vehicle passes before entering Wuling Farm. Vehicles may park at the Xueshan Trailhead or Wuling Villa parking areas. Entry and exit times and vehicle management measures will follow announcements by the Veterans Affairs Council Wuling Farm.
Penalties for Misusing Entry Permits During the Cherry Blossom Season
During the Wuling Cherry Blossom Season traffic control period, Shei-Pa HQ aims to protect the accommodation rights of mountain climbing teams and prevent misuse of approved entry permits for non-climbing purposes. Violators using previously issued vehicle passes for activities such as cherry blossom viewing without actual park entry will face enhanced inspections at trailheads and mountain huts. Any such violations will result in a three-year park entry ban.
Climbers unable to enter the park as scheduled must cancel their entry permits at least five days before the scheduled entry via the park entry application website, allowing waitlisted individuals to take their place. For last-minute emergencies, cancellations can be made on the day of entry through the park's official email (https://hike.taiwan.gov.tw/en/mail.aspx)with proof of the emergency. Once the entry permit is canceled, the previously issued vehicle pass will become void and cannot be used.
Based on recent statistics, 24 individuals were penalized with a three-year ban in the 2023 Cherry Blossom Season, and 28 individuals faced similar penalties in 2024. Shei-Pa HQ urges the public to adhere to entry permit and vehicle pass regulations to avoid penalties affecting future mountain climbing activities.
Safety Reminders for Cherry Blossom Viewing and Mountain Climbing
During the Cherry Blossom Season, with increased vehicle and foot traffic, visitors are urged to comply with the traffic management measures announced by the Directorate General of Highways (https://www.thb.gov.tw) and Wuling Farm (https://www.wuling-farm.com.tw).
Given that the Wuling Recreation Area is situated at an altitude of approximately 1,750 meters, visitors should monitor weather forecasts, wear adequate warm clothing, and exercise caution during activities. Proper waste disposal and litter reduction are encouraged, and visitors are advised not to feed macaques or leave belongings unattended to minimize macaque-related incidents.
For those planning mountain climbing activities, obtaining the required park entry permits as per regulations for national park ecological conservation areas is essential. Adequate preparation, especially during the snow season, and careful assessment of weather conditions and personal capabilities are crucial to ensure a safe and enjoyable trip.
