Guidelines for Permit Applications to Enter the Ecological Protection Area of Yushan National Park

  1. Yushan National Park Headquarters ("the Headquarters") hereby establishes these guidelines pursuant to Article 19 of the National Park Law, the Guidelines for Permit Applications for Entering the Ecological Protection Areas of Yushan, Taroko, and Shei-Pa National Park, as well as the Regulations for the Management and Control of Ecological Protection Areas.

  2. All individuals intending to enter the ecological protection areas of Yushan National Park ("YSNP") must obtain a permit in advance and strictly adhere to the relevant regulations. These measures aim to strengthen environmental conservation, promote ecological awareness, and reduce the risk of accidents.

  3. Applicable Areas: These guidelines apply to all ecological protection areas of YSNP, including designated scenic and historical preservation areas within it. Precise boundaries are defined by the official maps provided in the Yushan National Park Plan. The exact boundaries shall be as delineated in the official maps of the Yushan National Park Plan.

Eligible Applicants: These guidelines apply to all who seek entry into the ecological protection areas of YSNP. Foreign visitors applying for Paiyun Lodge reserved slots must follow the Rules for the Paiyun Lodge Advanced Application Reserved for Foreign Visitors.

  1. The trail system of YSNP is classified and managed in accordance with the National Park Trail Classification System.

  2. Application Deadline: Park entry permit applications must be submitted between five days and two months before the intended entry date (for “Other Trails,” applications must be submitted at least ten days in advance). Foreign visitors applying for Paiyun Lodge reserved slots must submit their applications between thirty-five days and four months before the intended entry date.

For routes or campsites subject to a lottery, applications must be submitted between two months before the entry date and the scheduled lottery time.

  1. Lottery Schedule: Lotteries for designated routes and campsites are typically conducted one month prior to the intended entry or lodging date. If the scheduled draw falls on a weekend or national holiday, it will be postponed to the next working day. The precise schedule shall follow official announcements by the Headquarters.

  2. For routes and campsites not subject to a lottery, or for applications submitted after the lottery to join the waiting list, spots will be assigned on a first-come, first-served basis.

  3. Park entry permit applications may be submitted online or in person before the application deadline. Applicants wishing to participate in the lottery must submit their application before the drawing date.

  4. Applicants must thoroughly review and communicate all relevant regulations and precautions to their group members. All members must be well-prepared and assess their abilities undertaking the hike.

  5. Applicants seeking entry during the snow season must follow the Snow Season Entry Regulations established by the Headquarters.

  1. To allow for ecological recovery and the preservation of natural habitats, the Headquarters reserves the right to suspend entry permits temporarily for specified locations or duration.

  2. Visitors staying at Paiyun Lodge must pay the accommodation fee in accordance with the Fee-charging Standards for the Usage of Paiyun Lodge of Yushan Nation Park. An official receipt will be issued accordingly.

  3. Applicants must adhere to the following conditions when applying for a park entry permits:

(1) Applications must be submitted either by the applicant or by an authorized representative. All personal information must be accurate, and applicants should regularly check the status of their application.

(2) Minors must have the written consent of a legal guardian or parent.

(3) For routes that require supporting documents, applicants must provide all required materials.

(4) Submission of multiple applications by the same individual for identical or overlapping dates is prohibited.

(5) The group leader must be an adult and shall bear responsibility for leading the group, ensuring the safety of its members, and handling any emergencies.

  1. Hiking routes and campsites within the park’s ecological protection area are subject to capacity limits, as specified in the Yushan National Park Campsite and Cabin Capacity List. The Headquarters reserves the right to reduce the number of available slots in advance for official purposes, with prior notice published on the website.

  2. Visitors entering the park’s ecological protection area must complete a pre-hike ecology and safety briefing to understand risk management, accept personal responsibility, and help protect the mountain environment and ecosystem. This requirement may be fulfilled by one of the following methods:

(1) Watching the hiking safety videos on the park’s official website.

(2) Watching the hiking safety videos at any park visitor center or at Paiyun Mountaineering Center.

(3) Organizing and completing a self-led hiking safety course.

  1. All members of a hiking group must complete the ecological and safety briefing before a park entry permit may be issued.

  2. To ensure fairness, reduce environmental impact, and protect the rights of all applicants, visitors with an approved park entry permit must comply with the following rules:

(1) Visitors must carry both their park entry permit and an original copy of a valid ID. Individuals whose ID does not match the permit will be denied entry, or, if already inside the park, may be asked to leave. Violators are subject to penalties under the National Park Law.

(2) If the group leader is unable to participate, a replacement may be made once only, and no later than one day before the scheduled entry date. Group members unable to participate must be removed from the group at least one day in advance. Substitutions for group members are not permitted.

(3) Groups must enter the park on the permitted date and along the approved routes and campsites. Prior to entry, visitors must check trail conditions, access road status, weather forecasts, and review latest announcements and all relevant regulations.

(4) For trails with a designated check-in point, visitors must complete the check-in process at the designated location upon entry.

(5) All groups must complete the online check-out process after leaving the park.

  1. The Headquarters may suspend park entry eligibility and revoke previously approved park entry permits for any of the following violations:

(1) Six-month Ban:

a. Failing to enter the park as scheduled without prior cancellation, except in the case of inclement weather or other justified circumstances.

b. Violating Paragraphs 2 through 8 of Article 13 of the National Park Law, or breaching the Prohibited Activities Regulations in the Domain of Yushan National Park.

(2) One-year Ban:

a. Group leader fails to participate and does not assign a substitute, while the remaining members proceed with the hike.

b. A new violation occurs within six months following the end of a previous six-month ban.

c. Violating Article 19 of the National Park Law.

(3) Three-year Ban:

a. Causing safety hazards or wasting public resources due to individual negligence, or committing other serious violations.

b. Group leader fails to fulfill responsibilities related to group leadership, member safety, or emergency response.

c. Fraudulent use of another individual’s personal information in the application.

d. Repeat violations during or within one year of a previous one-year ban.

e. Violating Paragraph 1 of Article 13 of the National Park Law.

f. Any of the above violations leading to a three-year ban imposed by Taroko or Shei-Pa National Park Headquarters.

  1. An issued park entry permit shall become void under any of the following circumstances:

(1) Visitors who applied to stay at Yuanfeng Cabin/Campground must comply with the “Yuanfeng Campsite Regulations.” The permit will be invalid if the visitors fail to lodge at the approved location and instead use Paiyun Lodge for emergency shelter.

(2) Visitors who applied to stay at Laonong River Campground must follow the approved route and campsite. The permit becomes invalid if the visitors fail to lodge at the designated site and instead stay at Paiyun Lodge for emergency shelter.

(3) Entering the park on a date other than the approved entry date.

(4) All group members must enter and exit the park together. The permit becomes invalid if the group leader is absent or other related regulations are violated.

(5) If a typhoon warning is issued, a forest fire occurs, or another emergency arises, the Headquarters may announce emergency measures suspending all park entry permits.
